相変わらずのペースで様々な報告書をリリースし続けるPEN。"日本のPEN"を目指すわれわれとしては気になるところ。シリーズ全11巻をおさらいしてみた。最近のものから順番に。

シリーズ11巻は地方レベルでできるナノテクガバナンスについて検討

PEN 11 - Room at the Bottom? : Potential State and Local Strategies for Managing the Risks and Benefits of Nanotechnology（Suellen Keiner、March 2008)
表題はもちろんFeynman氏の有名なフレーズ"There’s Plenty of Room at the Bottom"からの引用。ここでのBottomは地方という意味。連邦レベルで法規制が動き出す前に、地方（州や地方自治体）でどんなことができるかを法政策の専門家が検討したもの。日本では公害時代から「上乗せ基準」「横出し基準」と言われていたものだ。
