RFFからのRIA改革提案
Resources for the Future（RFF）から3月31日、"Reforming Regulatory Impact Analysis"というタイトルの、オバマ政権の規制行政やRIAに対する勧告レポートを発表（pdf）。この日はオバマ政権がパブコメを締め切った日。また同日、同タイトルのイベントも開催された。
レポートの著者は、CBA支持者のHarrinton氏とMorgenstern氏に加えて、民主党政権発足ということでバランスをとったのだろうか、CBAやVSLが大嫌いなLisa Heinzerling氏が入っている。しかも、法学者のHeinzerling氏は現在、EPA長官の気候変動問題アドバイザーに就任している。レポートでは、EPAの3つの規制（大気清浄法の州際ルール、大気清浄法の水銀ルール、既存発電所の冷却水取水ルール）とそれらのRIAをに関する議論を通して、14の勧告をまとめた。おもしろいのは、規制を実施するという決定に対してだけでなく、規制をしないという決定に対してもRIAを行えという指摘。とりあえず3人の共編者による14の勧告だけ以下にコピーしておく。
- Give greater consideration to meaningful alternative policy options
- Choice of baselines should reveal choices and trade-offs, not conceal them
- Develop a checklist of good practices that all RIAs should have, and provide an explanation for missing items
- Be more strategic about devoting agency resources to the estimation of the benefits and costs of regulation
- Make key aspects of the RIAs available to decisionmakers earlier in the regulatory development process
- Include in RIAs detailed descriptions of expected consequences as physical or natural units, without monetization or discounting
- Ensure greater transparency at all stages of the process
- Update EPA guidance documents for RIAs more frequently to reflect significant developments in the literature
- Reform current practices on nonmonetized benefits in a number of ways
- Promote evenhanded treatment of decisions to regulate, deregulate, and decline to regulate
- Reform the federal data collection request process
- Consider interactions between the distribution of regulatory costs and benefits
- Consider the use of group- as well as individual-respondent methods for calculating WTP
- investigate the WTP to avoid the dread associated with increased risk
